Op-ed: "France Made in Culture: the resistance" (Le Quotidien de L'Art)

The second Panorama on the economy of culture and creation in France confirms there is a social and economic impact created by the cultural sector that brings jobs and social links. This effort to provide a tangible evaluation allows us to debunk the stereotypes that consider too often culture as a cost. But more than anything else, culture is the nest of imaginaries, of freedoms and the ultimate form of resistance against barbarity.

The culture and the creation of our country is great luck, for all countries, claims straightaway the collective France Créative, the commissioner behind the second panorama of EY that is a partner of the Forum d’Avignon, insisting on the duality of culture and creation: Their contribution to the general economy is undeniable, they are also and mainly bearers of value other than purely economic: they give taste, sensations and colors to our lives affected by moroseness. They participate in our collective emancipation, create social links, the vectors of our democracy in action, reflections of our universal values and at the same time, each unique individual views on the world that surrounds us. It’s by diversity of creations that we have access to both the richness of others and to what constitutes our common humanity”.

Culture and creation are both economic forces that are essential for our country”. Marc Lhermitte and Bruno Perrin, EY associates, underline the preponderant role and dynamism of cultural and creative industries (CCI) within the French economy in 2013: they have generated a profit of more than €83 billion, employing 1.3 million of workers and have recorded a growth of 2.3% well above the growth rates of the GPD and employment in France during the same period”. Even if meant that the cultural and creative sector had to prove that its triple nature – artistic, economic and social -, the tendencies that have appeared since 2011 confirm a positive evolution: a 1.5% growth well above the growth of GDP and employment during the same period… Better still, it’s an exemplary way of establishing how the experimental, innovative, hyperspecialized and transversal specificity of such an individual and collective investment that brings back more than its cost.

CULTURE AND CREATION – BOTH – CREATE SOCIAL LINKS, ARE THE VECTORS OF OUR DEMOCRACY IN ACTION

More than 982 professions surveyed within the cultural economy. “Blurring the frontiers between service and industry, economy of culture and creation comprises of a multiplicity of skills and careers”, recalls France Créative, characterized by a notable porosity between professions, but also between sectors. The specificities of cultural employment – high level of education (two thirds holding a two year degree after the French baccalaureate), self-employed making up 30% of the lot, multidisciplinary (combines work statues), with replacement revenues (for 25% of cultural professions) -, combined with factors such as agility and multi-activity in time and in space that are specific to creators, constitute a solid base to project a new social model. “They can no longer be dealt with the traditional answers based on public policy, insists EY. The support for cultural entrepreneurship, training and accompanying creators, integrating the CCI in development strategies for territories and the rapprochement between technological innovation ecosystems are part of the many strategies to reinforce, to maintain, to foster the growth of cultural and creative France in a tense international context”.

PROVIDE MEANING AND AN INDENTITY TO A NATION AND A CONTINENT THAT IS STRUGGLING TO CARRY AN ETHIC AND COLLECTIVE VISION FOR THE FUTURE.

Our country and Europe must take the opportunity brought by this creativity: that to provide meaning and an identity to a nation and a continent that is struggling to carry an ethic and collective vision of the future. May the recent victims with the sole crime of loving music or a seated lifestyle, a responsibility Made in Culture – in which cultural diversity is written on its forehead, in golden letters, associating initiatives and individual, collective, public and private investments, protecting fundamental freedoms and personal information of citizens, also bringing forward a new social project. Facing hatred of some, creative France has now turned into a movement of resistance.
