The Forum d’Avignon is pleased to announce our project to create a The Data-Ethical Culture Observatory, shortlisted for the 2015 N.I.C.E Award.

While regulation seems always late on technological developments, history shows that ethics are more agile and resilient. The Data-Ethical Culture Observatory is the Forum d'Avignon’s next step after its efforts that led to its 2014 manifesto for a “Preliminary Declaration of Digital Human Rights” (published in 8 languages on

The Data-Ethical Culture Observatory is an international monitoring center to: First, evaluate and share best personal data valorisation practices (of public institutions and businesses). Second, to lead the efforts and the dialogue towards signing an international convention on data ethics and digital human rights which should be led by UNESCO. 

Data ethics is a strong call for trust and prominence of a ‘data-ethical’ Europe that will gain international trust and competitive advantage. A positive awareness of a ‘data-ethical culture’ brings a balance between research, economic & social development, and personal data protection. By encouraging more transparency and trust in personal data valorization as requested by society, the Observatory promotes an ethical approach to personal data that will empower businesses and public institutions.

2015 Theme: Solving the World’s Major Challenges

By launching in 2013 the “Network for Innovation in Culture and Creativity in Europe” (N.I.C.E) Award, the European Centre for Creative Economy (ecce) created a platform to gather cultural and creative industries actors and to promote innovation.

The 15 innovative teams shortlisted for the 2015 intake will have to present their competing projects in front of an international jury headed by Charles Landry on the September 22nd. The day after, the winner will be announced by Garrelt Duin, Minister for Economic Affairs for the State of North Rhine-Westphalia, on September 23rd at the Forum d´Avignon Ruhr in Essen.
